My friend was playing in the rain, and he said that it didn't ruin the strings, but I'm sure I've heard somewhere that it does...O_O;

I think it does. It ruins the tennis racquet itself, and could wear it down and the paint down. I know the strings get kind of ruined in the cold, and I think the rain. I wouldn't recommend playing in the rain, that's all.

You probably don't need to get anything fancy or expensive. A standard 16 gauge synthetic gut string should be fine for you. Prince Syn. Gut with Duraflex is pretty cheap, and works well, but any synthetic gut will do. And stick with 16 gauge. When you get more experience, and are breaking strings more frequently, you'll want to start trying out other strings, or experimenting with some hybrid sets. Now, however, you should just focus on improving your game, and not worry about details like what string you use.

Strings like synthetic gut or polyester shouldn't be ruined as well as your racquet, but if you have natural gut the rain can ruin it.

Rain or dampness can ruin or at least hurt natural gut strings. It should have little or no effect on other materials. Most players don't use gut now in any case.

Strings are tougher than they used to be. It's still not good to introduce them to prolonged bouts of water, but they should be ok it they get a little on them. You shouldn't play in the rain; it isn't safe unless its a light rain on clay.

it doesnt do anything to the racquet itself, but if it gets on the strings...when it dries...those strings will become brittle and break very easily.

it wont harm anything that cant be repaired.

Not really, it will make your frame rust though. it will also make your grip suck.
