Real comic books made by the big companies are drawn on a sturdy kind of paper called Bristol Board and are drawn in whatever kind of pencil the artist prefers and then traced over with black india ink, applied with a round-tip brush and an ink pen. Other important tools include rulers and T-squares. Then they are scanned and colored in Photoshop.
However, being 14 years old, any regular paper and any drawing/coloring supplies will probably work for him. Most kids that aspire to draw comics do their inking with Sharpie markers instead of real liquid india ink.
It's always a good idea for young artists to try out a ton of different kinds of art tools to find out what they like best. because there's really no right and wrong art tools as long as the artist can get the job done.
Also, another good gift idea besides art supplies is art books. There are a bunch of really good books that are all about drawing comics and cartoons an stuff like that. Just go to the art section of any decent bookstore and there's bound to be some. I recommend "How To Draw Comics The Marvel Way" if they have it. Or you could order it online.

Well... I won't help you lie but if this child is in your care, you and your husband have to decide between you what the rules are, and then sit the child down and tell him what the rules in your house are. If he breaks the rules, there needs to be consequences. (I don't mean physical punishment, I mean sitting in his room with no outside contact for 10 minutes.) I would suggest these rules: 1) it is not OK to speak disrespectfully to others. 2) You must be polite (please, thank you, excuse me) 3) it is not OK to hit anyone Any time he breaks the rules, you have to calmly introduce him to the consequences. (you and your husband have to be united on this) If he sees you getting upset of angry, his behaviour will only get worse. If he is never able to affect your tone or emotions, he will smarten up quickly. Kids need and want regular, loving and consistent discipline. It is how they know we love them... I speak from experience. My step son was as you describe your nephew. It took time and patience, but we won in the end and he turned out to be a really wonderful little boy. All the best

At least two of the gray gum erasers, they don't leave crumbs behind when erasing pencil lines.
Also, a couple of fine point and medium point waterproof ink pens--there's a nice range of disposable technical pens at art stores for $1.50-$2 each. Or get him a box of Pilot Hi-Techpoint V7 Fine which are excellent for drawing, you can find those at Office Depot or Office Max. I use them a lot, they've got nice thin lines and a good amount of ink in them.

Get him Mongols. They are hard colored pencils that turn into watercolor. Or an assortment of graphite pencils. Pro comics are done in ink for line, then another person fills in the color. Color is done with Mongol pencils or watercolor brushes.

Give him cash, a gift card, or take him to an art store. There are so many times that I received art supplies as gifts. Most of it I have used, but a lot I haven't used either. I still have some stuff I don't use because I either don't like it, don't know how to use it, or it doesn't suit me.
You're nephew probably knows what he wants or needs. There are hundreds of things you could possibly get him, why don't you just ask him?

Your a great uncle, this is right up my alley. ALSO get him some very good erasers and LOTS of sketch paper and maybe even try some colored pencils and charcoal. pencil sharpener and if you REALLY want to go whole hog an easel
