Because water solvates the cations and anions. The soluble cations and anions conduct the electricity. The exception isthat somecombinations of cationsand anions, like AgCl and BaSO4, are insoluble because of too close bonding with one another.

most ionic compounds dissolve in water because the bonds break (they break because theres enough energy to overcome them) and it can only conduct electricity in a solution----aka dissolved in water. cations and anions must be present and/or freely moving (as in a solution) to conduct electricity
