Congress doesn't have much power to do that really.
The electoral college system is something that only the states themselves can change. In fact, Nebraska has a proportional electoral college system that is different from all the other states. It is up to each state legislature to change the electoral process .
Congress can make an amendment that would federally require the states to change the system, but the thing about amendments is that they are incredibly hard to pass. You need a supermajority (3/4) in the Congress to pass an amendment. There's enough Republicans in the legislature to block the amendment. It just cannot be done.

Dick Cheney hit it on the head the other day. Senior Democratic congressional leaders have just become yes men to Nancy Pelosi.

This is a women who praised an annual outdoor party in San Francisco where men have gay sex in front of children and the police do nothing. This women will be the Democratic parties downfall.

The Democrats don't have any ideas, they just hate and rail against anything the Republicans come up with. They will be kicked out in the next election.

A Guillani or Thompson is going to win in a landslide and so will Republicans in Congress. We will take back the house and senate.
