Here is an example: proposed legislation that will never be passed. By displaying such histrionic behavior over a non-problem they only discredit themselves, lol. When, if ever, will they 'get it'?

It is a bill, like any other. The overwhelming majority of bills don't get passed. Get used to it, it's how things are done in a democracy.

Will this "law" be non-discriminatory, i.e., will is prevent women from looking at other women and men too?
How strange is the world in which we live? I seem to recall that some twenty years ago the British Isle of Man removed a similar statute from it's laws (formally repealed in 1993 !!!)because the penalty of 20 strokes of the birch (whipping) was concidered to be barbaric. See how far we have come? Did you know that a man in Western Australia was sentenced to serve a term in prison because of what he thought about a woman? He and another man were looking at a woman as she went by and the other man asked him if he would like to have sex with her, and when he replied in the affirmative, the man who had asked the question identified himself as being a police officer and then proceeded to arrest him for having improper thoughts. It stems from an old English law that was still on the statutes. Even the woman involved thought the whole thing was a joke. The 12 months in prison was not.
Now go and do some more research before you cast asspersions about the rights of others. There are hundreds of draconian laws still enforcable today. Who knows, You may just have broken one. As to this bill never being enacted, think again. Ever heard of one bill being "attached" to another, without the preview of the people?

EDITED TO SAY: I've trawled the net for quite a while and been unable to find a source for the event which is claimed to have happened in Western Australia. Can anyone supply a (reputable) source? Or should I just go straight to Snopes.com and check under 'urban legends'?

I think it is a problem though. We are using tax money and government time to specifically make a law against this, when it is already illegal. Why? Aren't you concerned about what the government is doing with our money?

That legistlation was probably being pushed by Womens Rights Activists (feminists), not Mens' Rights.

When women gawk at me (and they do often, but I can't blame them because of my huge muscles and 42-pack abs), I know that it upsets me greatly and stuff.
