nathan is correct, i remove frozen bolts all day, i am a outborad mech...try pb blaster, and tap the bolt, if not try getting a cheap propane torch- heating the surrounding area not the bolt you want to remove-, you could also try using a hammer and chiesel and hitting at an angle to turn the bolt, if you ruin the head then you have to resort to drilling out the bolt, a pain but always works, as a last resort

Heat is the best way to go, what makes it work is heat expands the metal then as it cools it contracts and that is what breaks the bond (rust etc.) and causes the bolt to come loose.
WD 40 is also good, spray it and let it set a couple hours, pretty amazing stuff too.

Heat expands metal. Heating the bolt and expanding it in the hole will be contrary to your purpose. If you could heat the area surrounding the bolt, while keeping the bolt cool it might work.
If the bolt is not truly frozen or corroded in place, the easiest thing to do is add a couple of feet to your wrench. Add a piece of pipe to the end and you will be amazed.

Try using Coke Cola. If the bolt is corroded the Coke will loosen any rust, or try a penetrating oil such as Kroil.

heat to the bolt will have the wrong effect put it to the nut try rust buster first let it soak then use a pair of vise grips if needed also tap on it before you do it itll lossen it up good luck

best bet is to smack the bolt with a hammer, while trying to turn it, makes it act like a impact, wrench,

Try your wifes hair dryer.
You may have to hold it for a while.
Or do what most do. WD-40, and let it soak.
