D. Shortcomings means failures, actions or activities where they fall short of the mark.

In other words, if a ship captain or a mason fails at his job, it only affects his own business. When the men in charge of our government fail, it affects us all.

The first part of that quote seems odd, maybe incomplete. You don't pick a ship captain by drawing lots. It seems like it would be a comparison of the way officials are elected to the arbitrary assignment of jobs.
