Eyes:
Shadows - greens, browns, grays, purples, with white, pink, or silver accents. Also try blues of a different shade than your eyes; or shades of any color flecks in your eyes.
Liners/Mascara - black/brown, navy
Lips/Cheeks:
pink, rose, coral, cherry red, burgundy, plum
Foundation/concealer/powder: [ only use if necessary ]
match to your skin tone - must do that in person!

For blue eyes, aim for browns to make your eyecolor pop.
If your skin is relatively clear, don't worry about a foundation, for the occasional blemish use a spot concealer.

for your eyes, try putting brown eyeshadow on your lids and smudge it for a smoky effect with a little bit of mascara.
i have light skin too, and i avoid foundation as much as possible. if your skin tone is light, foundation could show up as an orange color on your skin.
you could use a little bit of blush if you wanted too.
for your lips, just use light pink lipgloss or even clear lipgloss.

I would go with no coverup unless you really need it, light pink blush, brown mascara, don't go overboard, black would look plain old weird. Do something like a dusting of light brown eyeshadow on your eyelids. Nothing too drastic. Keep it simple.
