I think it is because when talking, you are producing an actual sound from your voice box, and when you whisper the noise is coming from your throat (well the back of your mouth)

When you whisper you push more air through the voice box therefore it vibrates at a much lower rate than when you use you normal voice or yell.

because when you use your voice box you are actually TALKING using your voice... but when you whisper you are not using your voice.. just your breath

i'm pretty sure it vibrates both times but when you whisper it is to low to detect.

well it probably still vibrates just so little though that you don't notice, obviously the louder you talk the easier it is to feel the vibration:P
