My child just got his learners permit in CA, but he has not taken his first behind-the-wheel class yet. On the permit it says not to drive until his first B.T.W. class, but is it okay if i bring him to a completely empty parking lot?

Hell yes. I learned to drive a semi truck when i was 12 in an empty parking lot. Good times.....
