This is legal. If you don't agree find another apartment.

The deposit can not exceed 2 months rent in CA. So the most you would pay up front is 4 months rent.

Please check with your city first. It is illegal in MI. Here you can charge first and last OR first and deposit. The only other charge allowed here is a NONREFUNDABLE cleaning fee of $150.00. But MI economy wont support all that money right now. Deposit cannot be more than 1 1/2 times the rent either.
Times are hard right now and landlords are trying to get as much as they can. Keep looking for something a little more reasonable. Like First and deposit.

No, it is not illegal for a landlord to ask for a last months rent. The landlord can ask for a security and last months rent up to the maximum amount allowed per the state's landlord tenant laws. In my area, a last months rent is not common or the norm. My state only allows me to collect 2 x rent upfront, so that is all security deposit. The security deposit cannot be used a rent by the tenant. Most landlords prefer to have more $$$ for a security deposit, to cover damages as opposed to a last months rent which the tenant is allowed to use as rent.

Not in PA. Landlords often ask for first and last months rent plus deposit so the tenant can not use the deposit as the last months rent and leave the landlord hanging with no way to pay for damages.

I don't think it's illegal, but rules are different depending on the state you live in. I think it's a bit much myself, but if you agree to it and sign the lease...you're stuck.

It is not illegal per se, that is, nobody is going to arrest you or fine you however if you have to go to court and they claim you are not allowed to do that they would be correct.

a landlord can charge what ever the market allows or what a tenant will pay, especially if they have bad credit
