Section 9 means that the slave trade was supposed to end by 1808. Slavery was still o.k. but slaves could no longer be imported into the States.

A tax of up to $10 for any slave that was brought in, was levied against the trader.

Section 10 gives only Congress certain powers, such as coining money, or entering into treaty's, or overriding Federal Law. It also prohibited the States from setting up their own forms of government.

Section 9 places certain limits on Congress. Certain legal items, such as suspension of habeas corpus, bills of attainder, and ex post facto laws are prohibited. No law can give preference to one state over another; no money can be taken from the treasury except by duly passed law, and no title of nobility, such as Prince or Marquis, will ever be established by the government.

Section 10, finally, prohibits the states from several things. They cannot make their own money, or declare war, or do most of the other things prohibited Congress in Section 9. They cannot tax goods from other states, nor can they have navies

In order to avoid the slavery issue Sec.9 was inserted to appease slave owners and if they , and they did it would cost the importer $10. per head.In addition there were situations where states had no authority and others wherethe govt.was restricted .Also no state could form alliances or treaties with any foreign power , keep troops in time of peace which pointed directly to those who would be loyal to England. In essence the signers said "we are going it alone and don't anyone messing from within "

No Tax or Duty shall be laid on Articles exported from any State. (This means Congress can't tax items made in one state then sent to another state to be sold.) If you are suggesting that it has to be manufactured (made) in that state then you are incorrect. It only has to be sold by that state, to someone who lives in another state, or be bought for use in another state. If I am a cattle rancher and I sell cows to someone in another state, that is considered an export even though I did not "make" the cow. So the same would apply to motor vehicles, as well as animals and material goods, whether or not they are made, created, or manufactured in the state which is exporting.

SECTION 9. Due process.--No person shall be deprived of life, liberty or property without due process of law, or be twice put in jeopardy for the same offense, or be compelled in any criminal matter to be a witness against oneself.

This is about Double Jeapordy, Self incrimnation, and due process. recieving a fair trial. Double jeopardy can't be charged for the same crime twice and a person has to recieve a fair trial in order to be punished. cannot take away their freedom, life or libery.

If you blue jeans were legal on tues and became illegal thrus. you can't be charged for wearing blue jeans on tuesday. that ex post facto law. bill of attainder is punishing a group or person of a crime w/o a trial. can't pass a law that block a contract. If Sue promised to pay Bill 5K congress can't make a law saying Bill doesn't have to pay. if congress promised to pay a private business money they can't just say oh sorry we don't owe you that.
