If you've had your fish for some time and they've matured, the smaller ones will be males.

It can also make a difference on how many total you have. Tetras are social fish, but within the school, there's an order of dominance. If any of the subordinates want to challenge the dominant fish, or the dominant fish wants to show another it's place, there are only so many that fish can pick on. If you keep these in a group of 6+, the chasing and minor aggression are more spread out, so no fish is picked on (and stressed) too much.

Sometimes the smaller fish try to show they aren't weak by chasing or nibbling at larger ones.
