Edgar Allen Poe, don'cha' know...
Richard Matheson-- the novella "I am Legend" followed by a bunch of short stories were all good.
"Ghost Stories" by Peter Straub offers a variety of scary stories in the frame-work of a really scary novel.
and then i tried to make up a web address to take you to scary short stories but all failed... unless you like the 'naughty pets tv cartoon,' which i don't think is what you want--

one of the scariest books I ever read was "Intensity" by Dean Koontz...it had me on the edge of my seat the entire book.
also, you should read "Everything's Eventual" by Stephen King...it's a collection of short, scary stories and they're really very good..especially the one about the autopsy...he's an awesome writer..
