The housewrap lets the water vapor that is in the wall escape while blocking water from the outside.
Vapor barrier blocks water vapor from entering the wall/insulation from the inside.

House wrap prevents moisture from coming in but allows moisture to escape. That's why it's important to install correctly. Additionally it is a wind barrier. That's why it wrapped over the top plate and into the framed window openings.

Hey bonus: Water boils at 212 degrees Fahrenheit or 100 degrees Celsius under normal atmospheric conditions.

Like everyone else said house wrap stops wind and moister from coming in and also lets the condesation out.

Vapor barrior dose just that stops moister from getting to your insulation.

However you can use one OR the other NOT both.
If you did use both your drywall will mold your studs and your subfloor will start to get water damage and eventully rot out, because your house can not breath properly thus trapping moister and condestaion.

If you want to do this use one or the other but not both, they both are effective it just is a question if you want to remove your siding or rip out your drywall.

I do not believe that the home builders would profit from the construction of an over sized dog house, but I understand the logic of your statement. I have often thought that I would like a small apartment over the garage, to get away from the hectic household of seven kids and an OCD wife, but I have yet been able to accomplish that dream.

You wrap your home to keep water from getting to your studs and destroying them also it keeps the insulation dry. Or you would end up with water damaged wood and then there would be no more support for the roof. And so on.
