Overclocking is SAFE as long as you know and understand what you are doing. Cooling is the key to great overclocks. It is the HEAT that damages a processor even if not overclocked. Here's my idol's great overclock on exotic cooling:

Running a CPU, video card, or other component faster than its rated speed, by forcing a CPU to run at a higher clock speed than listed on the manufacturers specification. Overclocking a CPU increases its performance, although it can result in system instability and may cause damage to the CPU.

Basically it's like driving a car in gear 1 and flooring it and seeing how fast you go, and revving the engine until it is knackered out.
