Thunderstorms have negative and positively charged particles known as electron and protons within each storm cloud. As the theory goes, opposites attract. Negative charges attract to positive charges on the ground. Thus lightning goes from the cloud to the ground. Another interesting fact is not all lightning moves from the cloud to the ground. Lightning can go from the ground up. As long as there is two opposite. charges on each end. Thunder comes from Ionized air particles that expand and collapse from immense heat due to lightning, causing a loud sound. Lightning can also go from one storm system to another in mid-air. We just never see it from the ground. B/t the rain water within storm systems, it would have no effect on the lightning. In fact, water is an excellent conductor of electricity. Same reason as to why it's deemed unsafe to shower in an over passing storms.

P.S. You bring forth the term burn. Lightning and fire are in fact two different elements. Though one can be caused from another.

LIGHTENING OCCURS WHEN THERE IS AN EXCESS AMOUNT OF ELECTRONS IN ONE AREA AND A LACK OF ELECTRONS IN ANOTHER AREA. EARTH TO CLOUD LIGHTENING ALWAYS OCCURS FROM THE GROUND UP AND WHAT YOU SEE IS AN ILLUSION. THE WATER PRESENT OR NOT PRESENT IS A FACTOR ONLY IN THAT IT MAY CONTRIBUTE TO THE EXCESS OF OR LACK OF ELECTRONS. FINALLY MOST LIGHTENING OCCURS FROM CLOUD TO CLOUD.
