It's impossible to say. The phrase "deliberate speed" is an oxymoron. At the time Brown was issued, it was thought important that the decision be unanimous. Putting this phrase in may have been part of a compromise to gain a reluctant justice's vote. Unfortunately, civil rights opponents in the South seized on the phrase as an excuse to drag their feet on school integration.
