Typically, the flow of water, into a washing machine, is controlled by an electrically activated valve. There is a nylon valve body, with two solenoids, one for cold water, and the other for hot water. The solenoid, an electromagnet, when activated pulls a plunger back, against a spring, allowing the water to flow.
The cold water solenoid, may have failed, it is not getting power, or the plunger is frozen in the solenoid. On the warm setting, both solenoids should have power. You can confirm this with a test lamp. However, if you are not experienced working with live electric circuits, I would not recommend you go any further.
If you choose to proceed, and both solenoids have power. You can interchange the two solenoids and see if the problem moves, i.e., no hot water. In the past, you could purchase replacement solenoids. However, today, you may have to replace the entire valve.
If you are not getting power, to both solenoids, on the warm setting. The water temperature selection switch, probably is defective. However, most likely, the solution will be replacement of the entire valve.

I am a little confused here.
Get a bucket, Put both hose ends in and verify hot and cold flow from these hoses. Look at the screens on the inlets of the solenoid valve - clean as needed.
Connect and test. If a problem occurs, it is the solenoid water valve at fault or the switch sending the current to it.

the mixing valve needs to be replaced this is the part that your hoses screw into you can probal\bly get it at home depot or your local appliance store
