YOu could also have air trapped in the system, since the heater core is usually the highest point in the system. Like others have said, when the eng is hot, check the temp of the 2 hoses that go to the heatercore (they will be the 2 hoses that are 5/8 or 3/4 inch dia that run into the firewall and into the pass. side glovebox area). They should generally be as warm/hot as the top rad hose. If not, there is a problem (and it is not with the thermostat)
If neither are hot, there is air in the system. To bleed it out, you simply have to loosen the hoseclamp and break the seal between the hose and the nipple (sticks out of the firewall)until coolant starts to come out. Do this with the engine cold...I have found that the easisest way to do this is with the eng. running as it pushes out the air. The one that you want to loosen is the smaller hose (which is the return line)
If one is hot and the other notso hot, then the core is plugged...rad stopleak is notorious for doing that to heatercores.

Sounds like, "the Least Cost", you need the Replace the Thermostat & Hot Water Control for the Heater!

Check the heater hoses to see if they are the same temperature.
If one is hot and the other colder, your core is plugged.
If they feel the same temp, check the heater controls.
The heater control doors could be stuck or the vacuum lines are bad.

Check your coolant level as well. If you are low on coolant, you are not able to pump that heat to your heater core.
