it's an indian hindu festive holiday, sort of the equivalent of christmas here in the west. it is known as "the festival of lights" because lights signify good over evil and thus lights are a very common motif/decoration wherever diwali is celebrated. in different parts of india (or nepal) it is celebrated for different reasons (mainly dealing with goddesses/gods and their triumphs). also, wikipedia it for more information!
