I've always wondered this. Is it strictly people from the military that the government handpicks or do they approach common citizens that meet a certain criterion? I would love to become a spy and rat out some Al-Queda or whatever.

First of all, the govt recruits you, you do not go and apply to become a spy.

FBI does the recruitment in college campuses nationwide. Military Studies, Political Science, Law, History degrees preferred.

The best way to become a paid asset or "spy", is to be privilaged to information that the US government would be interested in....and offer your services.

Otherwise, you don't really have a chance. The criteria is high, and yes they prefer people with a military background.

apply for a job at any spy agency. I am sure they all have pages about recruiting. 99.999% of the jobs involve the worst kind of drudge work imaginable though. No glamor and you can never tell people where you really work or what you do.

Apply for the CIA. They recruit like any other gov't agency. Chek out their website for career opportunities.

Are you sure you want to do that? You want to give the U.S. the "intelligence" they can and will use to torture and kill other people? The U.S. government doesn't care about human rights. They will use your information to hurt innocent people.
