The best Dm album is definitely Ultra! Despite all the critics I still consider it one of their most beautiful albums, each song is a masterpiece: from the creepy Barrel Of A Gun to the romantic Insight! The songs I recommend are Useless, Uselink, a short instrumental track, It's No Good, Home, Barrel Of A Gun.
The second album I love is Violator, it contains the two most famous pieces: Enjoy The Silence and Personal Jesus, but also Waiting For The Night, The Sweetest Perfection and Clean which are my favorite. Another album I like is Some Great Reward, influenced by industrial music movement of the '80. Infact its sound is very deep and heavy, warm and romantic. The best tracks are Blasphemous Rumours and People Are People.
I love all their albums but these three are the best in my opinion! :)

1. Violator
2. Music For The Masses
3. Black Celebration
4. Playing The Angel
5. Construction Time Again

I did not include 101 as I focused on studio albums only.

As far as the group is concerned, they are essential listening for anyone interested in the history of alternative pop. I love them!

The Best of - is the best album because it has all of their hits. This is a band that had so many good songs, you must have the entire collection. Their current (newest) album has some interesting songs too, but you cannot go wrong with one of their best hits collection.

The band has very serious music in that it tends to be on the dark and tortured side. So, listening for a very long time to all of the songs at once could depress you - but they are very, very good with deep lyrics.

I love Depeche Mode. I like them a lot, but I wouldn't call myself a real fanatic. I haven't heard all off their records. But I love, love, love Violator.
Anyway, to answer your question, I'd say the best albums are The Singles I and II. So, there, I gave you a cheater’s answer, but at least it’s an honest one. Cheers!
