Try any local art supply store. Get some heavier weight sketch books, some good pencil sets, maybe some charcoals, or paints as well, depending on what his tastes are. If he like Japanese anime style art, there are tons of books available to help his hobby develop. I know places like Books A Million and Borders carry them. But as an avid "doodler" and artist, lots of good pencils, gum erasers, inking pens (fine line), good sketch pads, and peace and quite for a few hours at a time is all I need.

A nice drawing journal would be nice, with some pencils or basic drawing materials......or a gift certificate to an art supply store.

The lovely part of having an artist to buy for......we love everyting. More paint, more paper, more pencils, more erasers, gadgets and other stuff, canvases, easels, brushes, and the list could go on. Even if we already have one, more is better.

Here is a list of art supplies he would most likely like:
-Prismacolor colored pencils (and the Prismacolor colorless blender will go nicely with this) http://prismacolor.com/sanford/consumer/prismacolor/product/category.jhtml?cat=SNPRCat100001
-A Wacom Intuos tablet (if you don't know what this is, it is something that hooks up to your computer that allows you to draw digitally) http://www.wacom.com/intuos/
-Inking pens (Microns are very popular)

-If your son submits his art on sites like deviantArt, you could buy him a subscription therehttp://my.deviantart.com/services/#subscription
-Different hardness sketching pencilshttp://www.amazon.com/Prismacolor-Piece-Graphite-Drawing-Set/dp/B000HXMKS0/ref=pd_bbs_sr_4?ie=UTF8&s=office-products&qid=1197070679&sr=8-4
I hope I helped and merry Christmas!
