when someone says "oh no, he's to classy for that, he doesnt insult people" what does that mean?? thats not classy to insult people?? it doesnt make sense

Means he's not low class, vulgar, crass, and unsophisticated. And that the person has good breeding and manners.

It means to have style or be elegant. And yes, it means that insulting people is classless or low class, not classy. To be classy, one must behave in a refined manner, and that doesn't include insulting people.

Someone is saying that someone else has too much class to insult people.
Classy also means things like sophisticated, educated, well-spoken and well-dressed. It also means well-mannered, and that is the meaning of the word as used here.
