Contact your state DOH or DMV to get the offical rules or laws.

The rules are diffrent per state too.
I wonder how that rule applies to a car such as the lincoln LS which has an electronically applied parking brake. you just have to hit a switch.
I dont know what state you are from, but I think your should pass. it would in NH. you should look up the laws and verify. For some reason I doubt there is any specific amount of "clicks" mentioned in it.
If you update, tell me what state, i want to look into this too. I work in the auto repair industry and i hate places that make a bad reputation for people that fix cars.

It varies so much from state to state, and without knowing what state you are in, it is impossible to tell you what the rules are. Each state as a rule has teh basic minimum to pass inspection listed on a web site.

http://www.txdps.state.tx.us/vi/inspection/item_insp.asp

That's the site for Texas as an example.

If your vehicle failed in Texas, get it fixed within the prescribed number of days, and the station will re inspect it for free.

Sounds like your e-brake needs some adjustment, take it to a shop, get it done and go on about your business.

Depends on the state rules as some have safety requirements. As a precaution, since good brakes are important I would have brake lining checked and if OK sounds like only an adjustment would be necessary. Try a different shop to get a second opinion. should be no charge for estimates or information.

Sorry, but they don't make the rules, they just follow them. If that is the rule, then it must fail for that reason.
