If you have been in the minor leagues for 5 years
any team can claim you for $20,000 but you must
remain on the new teams 25 man roster for the whole year
or the old team can claim you back

The above guys said it right but in laymans terms:

It makes it so that a player doesn't get stuck in the minor leagues if he is good enough to play in the majors, but there is just not a spot for him.

Example: If the Yankees had a really good shortstop come up in their system and is ready to play in the majors. He still will not play shortstop for the yankees cause they have Jeter. So if they keep him in the minors because of that another team can come along and take him.

Usually a team will protect themselves by either trading this person (if no spot for them is likely to open up) or putting them on the major league roster as a pinch hitter or a utility player (if there is a spot in the future for them).
