I think at 18. Then age when you are considered an adult. Unless your parents have signed for you to be married before then. After marriage I don't think it should matter. But in my personal opinion you should wait until 18 to get married too.

A suggested age will vary between cultures and countries, and even states within the same country as you point out.
It's basically politics, highly biased, not based on much (if any) credible research, it'll be something that not everyone will agree with and governments don't like funding serious research in this area because people get all hot headed about it and can't think rationally about it.
This is a question that everyone will never agree on... it'll go on and on and on forever, like religious debates...
My best guess is that you are physically ready for sex after puberty, and that will vary between individuals, and this will not necessarily be in line with maturity... ah, maybe 16 or so, but then again I've seen an awful lot of immature 16 year olds...
Then there's questions of pregnancy and termination, what if children result, can the children be supported, does the mother have good support from family and friends, STDs, will there be a stable, long term relationship if children result... this is difficult in the extreme to answer.
At the same time, I don't think governments should set minimum ages. It's none of their business. It's none of anyone else's business except perhaps for the family of those having sex, if they choose to involve their families. Governments should instead regulate against pre-pubescent sex and if cases go to court they should be judged on individual circumstances, because everyone is unique and and no two situations will be exactly the same.

The laws never state a distinction between male/female. An older woman having sex with a boy under the age of consent is also statutory rape.

Sexual intercourse without proper knowlege may cause serious physical / psycological injury. Girls these days begin the first mens. around at the age of 8. However, which does not mean they are ready to get pregnant. I'd like to say 15 years or older may have sex aroud the time their parts get mature enough to handle all that.
Remember adults having sex with teens end up life in prison.
Teens having sex with teens causing immature pregnancy may put them into juvenail court, or ruin their life by unforgettably shokful experience.
Conclusion is better not have sex before age 18-19.

Well, 18 would be ideal. A person is considered a legal adult at the age of 18. I would have to say that 18 is probably best. That way, the decision is their's to make. (In my opinion, 18 is still not mature enough for some kids!)
Another idyllic situation is to wait until marriage, but let's be realistic...that just doesn't happen. I didn't wait, and I don't think I'm a bad person!
