tell them the real reasons that you are breaking up with them so that they can move on and they dont think there is still a chance to be with you. just say "i dont want to hurt you but i want to break up because..."

Depends on the circumstance. Why do you desire to break up? Be honest, but not brutal. If it's just not working out or the 'spark' is gone, then say so and wish the other person well...don't make a list of their faults (you have your own as well) but don't lay a bullshiot line on them either...
Tell them in a manner that you'd appreciate being told if the tables were turned...

There is no easy way to do it. No matter what you say it will be hard. If you are too soft about your reasons for a breakup then he might still linger around, thinking there is a chance you may get back together. But let him down too hard you could seriously hurt him. Tell him you no longer want to be in a committed relationship or that you feel you guys are getting too serious and that you want to be tied to anything serious. That way it will be apparent that it is not his fault

Well....a year isnt a long time really as far as relationships go. However....you do have a small bond forming. Just be honest and tell him the truth and apologize for it not working but its far worse to continue if you have no feelings and live a lie

I've been down that road.
It's like you don't actually break up. For some reason you just keep in contact.
Anyway, the best thing to say is:
I want to end our relationship.
Don't fluff it with nice stuff. That would be insulting.
The sooner, the better. He'll get over it faster.
