You can recover some if not all files once deleted from the recycle bin. They are not literally deleted, the information is still there but is marked by the operating system as free space, available to be overwritten.
So do not switch off or restart the computer, do as little as possible that involves hard disc usage.
As suggested above, download or search google/yahoo for data recovery software. Some of it is available freely. Save it to another partition if you can. Run it and keep your fingers crossed.

Generally on Windows, within 20 minutes maximum of emptying files from recycle their original space is overwritten by temporary files created by the system, or files vcreated by software. So it is unlikely.

Download the utility listed in my source to a floppy disk. It will find all recently deleted files. Select the ones you want to restore and it will.
Be careful about saving stuff to your hard drive. The files you marked as 'deleted' are now actually free space and will be used up whenever you save new files!

Try a system restore and restore it back to the date before you deleated it. I'm not sure if it will work or not but its worth a try.
