I need to upload a cover letter to a website associated with my college. Potential co-op employers will then contact students through the website. I have found some useful links online, but they are all geared towards specific job postings. I don't know how I should adress and word my cover letter. Should I use "to who it may concern'? Or maybe "Prospective employer"?

Don't use "To Whom It May Concern," because it sounds impersonal and your aim is to make the cover letter as targeted as possible to the specific of a certain job/position etc. Even if you intend to have a general purpose cover letter, you should still use "Dear Sir/Madam," or "Dear Hiring Manager" instead of the above mentioned impersonal formula.

Prospective employer or hiring manager would be appropriate. Just keep your cover letter general indicating the type of position you are seeking and your major skills and accomplishments which would be relevent to that position. Keep it short and to the point.
