Frames have a bad reputation from when not all browsers supported them, and from people overusing them or not knowing how to properly set up the target frames. Doing frames right takes more than just HTML. It takes some scripting as well.
Pro:
Frames make it easy to keep the same parts of a page always visible, typically the top and left. The logo and navigation are always in the same spot, so there's no worries about having multiple files to update when you change something. Frames can be validated with a W3C validator to prevent problems later.
Con:
If not done correctly, the links in your page will not open in the right frame. If some of the links on your website lead to other websites, you have no control over what they will do to your frame layout. Many websites are still configured with "frame-breaker" scripts that ensure that their website does not load in a frame, thus overriding yours. Printing from frames can be a real pain since the Print button only prints the active frame, and that frame is determined by where the visitor last clicked. Some people use browsers that have the ability to turn off support for frames, so you still need to have a area in your main frames page.
Personally, I believe that there are plenty of other technologies that can replace frames, so I very rarely consider or use them. The choice is always up to the person creating the website, but I tend to discourage it.

Uh, just don't use them. Trust me. For one thing search engines have a hard time navigating around them and people who don't use frames won't be able to use your site. Where did you hear that they help with navigation?? That's a total lie. iframes are better than regular frames, but it's best not to use either of those. Do you really need something like that? It's worth reorganizing your site if necessary to avoid them.
