not practical not viable
but buy a GS650 funduro instead. a BMW and restrict-able to 33 bhp and u might be ale to ride it off road.
Alternatively look for an old neval 650 .. if you really want that boxer flat twin trials bike

I doubt that 33bhp would even propel one, even if you could the insurance for a new(ish) rider would be excruciating.
There's an incomplete list of bikes that can be restricted on this site
http://www.bat-motorcycles.co.uk/
EDIT: may help to explain why – in the UK a level of getting a motorcycle license requires that the bike is restricted to 33bhp, depends on age and the type of licence – and yes the police can check.

i wasnt gonna answer this because its the dumbest question i have ever heard next to some woman calling a radio show and asking if there was a way to make her full framed suv into a unibody because she livef thru an accident and the other people died
but i decided what the hell..ill throw it out there...heres what u do goto northern hydraulics pick up an 18 hp v-twin briggs and straton and replace the motor with that...then make sure u keep that motor from the motorcycle so when u get a minivan with a v6 u can stick it in there and save that v6 for a dumptruck if u ever get 1

First and foremost WHY????????
that being said, I'm sure even fuel injected bikes can be outfitted with some kind of throttle stop, but I still have to ask, WHY???

Probably if you don't rev it past around 3,000-3,500 rpm you'd be ok. Seem to remember seeing a dyno test and that's where it produced that hp.
