Donate to Goodwill , Salvation Army, or local charities in my area. Churches will usually take old stuff, also housing developments (hud) will usually take any items.

Wear them. I'm not a person who spends a lot of money on clothes and shoes because I'm not self conscious of whether or not they're in style anymore. If I bought something and I like it and it still fits me...I wear it. Most of the heels I have now I've had for more than 5 years. And they still look good.
If you have the need to donate something then you probably didn't need it in the first place.

Wear them until they can no longer be repaired
I buy expensive high heels and western boots, so I have a repair shop I go to when something goes..
When the guy tells me they can't be fixed, I toss em....

I wear 'em till they can't be worn any more. Or, if they're in good condition but just not "me" anymore, I'll try to eBay them. Otherwise off to Salvation Army they go!

I take them to a used clothes store and they will usually give you a few bucks for each pair of shoes.

keep them for when they come back in style for my kids....OR just hang on to them for so i can swap with a friend of mine when i need a diff pair of heels...
