Only a) "The book that explains the plays is on the shelf," is correct. The basic proposition is that the book is on the shelf. It only seems problematic because of the plural word plays in the adjective clause, "that explains the plays."

'is' is a word you use when you're talking about one thing.
The book IS blue.

'are' is a word you use when you're talking about more then one thing.
The books are blue.
'million' is more then one, 'people' is more then person, 'reasons' is more then one reason.

the first one. The other 3 aren't in proper english. The word, instead of is, should be are.
