The worst are:
Junior Fatu, he got the big head, and got the big boot from TNA
Scott Hall, He just did not care enough to show up
Dustin Rhodes AKA black reign... It had some potential but it is just awful now.... Misty the Rat whats up with dat?

Rakishi or Scott Hall.
Obviously Scott Hall has yet to get over many of his personal demons, although he was doing well in WWC.
And Rikishi thought he was some major high-card wrestler, and tried to get more money than he is even worth.

Chris Jericho-He was to save us, yet he didn't do anything to improve ratings, and this weeks was down again. It is nice to see him back, but so far it hasn't paid off for WWE ratings.
