Rays (look, announcing the plans were amusing, but the involved financing and other legal tangles are enormous)
Following the five real parks listed above, every franchise will have a ballpark opened since 1989 except the Red Sox, Cubs, Dodgers, Angels, and Royals (and Kauffman is getting some extensive renovations). So unless Kommissar Selig can wrangle new parks in Florida, he really won't have any more new-park extortion to commit.

The Mets are getting a new stadium in 2009. Right now, it is practically conjoined twin with Shea, being built right where the Shea parking lot used to be.
