The men are saying hes bored and the ladies are saying he fancies you. Maybe its a bit of both, he thinks you a nice girl and hot but your conversation isnt exactly interesting to him.
let him start a conversation and go with it, dont talk too much though.
Some people are just wierd and stare alot. :)

Seriously though, that could mean any one of a million things. Maybe he likes you, maybe you're talking about something boring and he's reflecting on the porn he downloaded last night.

haha... sounds a little like me. I don't have any form of ADD, but my friends claim I do. I mean, for example, I'll be talking about what I wanna do on the weekend, and then I'll look out the window and be like, " OOO! Lookit the snow!!" so, ask him if he does stuff like that on a regular basis.
