It certainly can. It is not that easy but certain circumstances can allow the police to go to the ISP and request that they hand over record to who is using a dynamic IP address at a certain time. They need to know it first but there is the facility.

The answer is 100% "NO". Any website or person will only be able to trace your IP to the location of your Internet Service Provider. That is where it ends.
I use a software called "SmartWhois", out of New Zealand. And if I want to trace the IP for a webpage server all I will get is the name and address of the server, or if the webpage hides behind a proxy. (Usually the proxy is in Scottsdale, AZ.).
If I want the IP and the Host Name, then I will get the name of the company that should match the webpage and the complete address from my software.
If you commit a crime on your pc, law enforcement can obtain a court order to issue a warrant to your IP, for them to give out your name, address, telephone # and any other private details they have in their system on your IP #.

Computers are not "registered" to anybody. You don't need a permit to own one nor do you need approval from some government agency to buy one. Your IP address can be traced back to your ISP. A court order is necessary to go further. Even if the trace points to your computer, it can't put your hands on it. Stop worrying unless you are a terrorist or pedophile.

Not legally. It requires a court order to get that information. All the IP address provides is general information on where your ISP server is located.

No, it can be traced as far as your ISP and the state you live in; if you commit a crime and the autorities go to your ISP, they can provide much more detailed information. Publicly, people can only run a WHOIS on your IP and get as far as your ISP.

Of course it can, I personally purchased TRAX LOCATION
software from USA for £48 and it does these things and a great deal more, I once found out a neighbour who made
nasty comments on line, he thought he was invivisible, ha ha ha.

No longer if it is one in all your own desktops but when it's anybody else computer and they did not provide you with permission to access their pc then yes due to the fact this is hacking, and hacking is unlawful.
