AFAIK you can't (shouldn't) use a junction box where you can't get access to it. I have junction boxes below my house that I can't get to unless I get into the crawl space. But I think the code is you must be able to access all junction boxes somehow.

national electric code states that all junction boxes must be readily accessible. under the floor boards would be against code.

It's fine - just make sure you remove the tongue and groove or feather from the floorboards and fix back down with screws to enable future access. Also be sure to use a sealed weatherproof type to protect from the elements and any dampness.

It violates the electrical codes to have it inaccessable. I would worry about water leaking in also.
