If your water heater is draing continuously its 1 of 3 things.
1. Your thremostate on your water heater is set to high and the pressure relieve valve is letting the HOT water out.
2. You have a bad pressure relieve valve.
3. Bad thermostate

Check your thermostate settings on your water hearter, There is a cover with 2 screews, remove cover. check diel settings...should be set between 120 degrees and 125 degrees. If ok, and water is REAL HOT, then your thermostate is bad.
If water is hot and your able to keep your hands under it when running..........Then its your pressure relieve valve.
Thats the things on top of your water heater with a pipe comming out leading to your drain.

Find out where it is draining from and then it will be easier to answer. If it is draining out of the white overflow tube it is your pressure relief valve (easily changed) if it is wet only at the bottom chances are the liner is cracked and the tank needs to be changed. It could also be leaking in other spots but these are the most common.

It's probably rusted out and needs to be replaced.

IDK. You probably need to call a Certified Contractor in, to check in. Better safe, than sorry later.
