Reliability is the extent to which how you measure a variable or concept is consistent, so that repeated measures would yield similar results.

Validity is the extent to which you actually measure what you say you are measuring. That has to do with the design of the measurement instrument. You may BELIEVE you are assessing a particular attitude/opinion, for example, but the people who are actually taking the poll or survey that you designed are thinking of something else when answering, thus affecting the validity of your measurement.
