I just got a new engine for my prelude (so it's not the engine), but there was a squeal when the car was started so we thought it was the power steering belt (probably because of the cold weather) we replaced the belt---it got worse, so we replaced the pump but it's still bad. The noise comes when i start the car, when i brake, and when i put the car in neutral. I have to bring my car to 3 or 4 RPMs for it to go away, and it makes a loud rattling noise when i do. what is making the noise?

Not enough information. Is it a serpentine belt? If so, is the belt tensioner working? Is the belt properly aligned? Did you route the belt correctly?

Other possible problems could be the with the new engine. Is the Water Pump pulley free? Make sure it is not binding. Make sure the new Power Steering pump is not binding. Sometimes they are defective right from the store.

What you are hearing, Is the Bearings inside the Power Steering pump pulley. When the engine has no torque on it ( neutral, starting, sitting in traffic...etc...etc...) When you are on the throttle, the engine torque's and the belt will pull on the pulley, holding it tight and you will have no noise. Sometimes it is just a little bit, but sometimes you can actually see it when the motor is running. The Pulley will wobble. You are Probably going to have to replace the Power Steering pump to get rid of the noise!! Hope this helps!!

Changed Power Steering Pump but there is a whistling noise in the engine when the pump is working. Damaged two pumps already. What is the noise all about? The pump works with the engine gears.

tighten the belt.. check the manual for right tightness...
