I want to add to what the first two posters have said, which is correct, that the first phrase with a question mark at the end would be a complete sentence, as in, "You are going to wear that shirt tonight? What will people think of you?" The second phrase alone would be an incomplete sentence. It could be combined with other words to make up a sentence as in, "Now that you have been released from jail, you must be worried about what people will think of you," or, "You know what people will think of you if you show up with that much younger woman as your date!"

The first is a question, the second lends itself to be a statement. It will depend on what you want to say after.
