In Britain ,especially in England , the local people don´t considerate the other people who do not speak English properly or who do not speak the RP English? by excluding them from the society?

It all depends where you live. There are different areas in each town some affluent some not. I grew up in a very respectful middle class area but where I am now people greet you with "Awwright mate 'ows it gahin?" to which my reply is "I'm very fine thank you. How are you?"

I am not totally agree with this. The British usually consider himself or herself is more superior for almost everything and, particularly the expressiveness of Englishness in their racial mind. What the thing is that England is hit by the declined economy, many English peoples are unemployed and quite a lot are moved to overseas by immigration for places like Canada, Australia, US, and New Zealand. The local communities are in intense moment of job sharing amount muti-enthical groups. They usually give the preference to the native born white British subjects first. Unfortunately, there is human rights groups inplanted in England for decades. Some good and just programs for other minority groups get a slice in the working society. And this has resulted sort of excluding the minorities don't speak proper English in the society.There must be chances for all enthics in England and tending to get harmony of diverse groups.

Not where I live. There are some delightful accents and lots of youngsters who do not speak much English. The bus drivers appear to be very helpful and some funny incidents occur through misunderstanding questions
With persistence and a sense of humour we communicate!

I think its fairly endemic to British culture now to find a reason to despise almost everyone: 'Too black' 'Too clever', 'Too
stupid', 'Too ugly', 'Too rich', 'Too Poor'. The entire country resembles the set of a "reality" TV show like Big Brother. Since many Brits are less proficient at speaking English than many foreigners, I suspect that speaking perfect RP English, might be yet another reason for them to dislike you.
