I am doing an MA at Portsmouth University and am researching the integration of the individual into society. An essential part of this integration is to understand the applicable laws in order that the individual can ascertain what constitutes acceptable behavior.

Could you advise on how many laws are current and how many laws, on average, are passed or deleted per year?

Generally, UK Laws derive from 4 main sources namely, Legislation, Case Law, The European Union (EC Law) and Custom.

Legislation is law made through the parliamentary system.

Case law is created by the judges in the course of deciding cases.

EC Law comes from internal treaties and protocols, international agreements, secondary legislation (which are regulations, directives and decisions of the Commission) and decisions of the European Court of Justice. The Commission is the executive arm of the EU and the European Court of Justice is the judicial arm of the EU.

Custom is specific local law which has been in existence since 'time immemorial'. Some of these laws are frequently not applicable in contemporary times.

From the above, it is suffices to say that, one can know how many laws are current or are passed and deleted, by contacting the various bodies responsible for particular laws.

To give you a rough idea go to www.opsi.gov.uk which lists all the Acts of a particular year.

To find out how many were repealed you'd have to check through all the acts to see how many had repeal provisions - similarly you'd have to look at the question of implied repeal and whether by "laws" you mean entire Acts of Parliament or just sections of Acts or whatever.

Basically - its easy to answer the question "how many Acts of Parliament were passed last year?". It is much harder to answer the question "how many laws are there?".
