The start up process does not begin just the fans.Could it be my processor or something more sinister

Without more detail it's impossible to tell. If the fans are turning it's unlikely to be the power supply. Is the fan on the processor turning? If it were the graphics card you would hear Windows or whatever start up. Can you hear the hard drive spin up? If everything apart from the fans is dead, then it could be a fried motherboard/processor. Unplug everything, earth yourself (ie touch the radiator or something metallic) and open it up. Do you know what a capacitor looks like? The top of all those cylindrical things attached to your board should be flat. Check that all the leads are pushed in properly.
Plug it back in carefully. Does the processor fan turn?
To be quite honest, you would be better going to a site dealing specifically with computers rather than asking here. (I assume you have access to a working computer or you wouldn't be able to post here.) Try joining MajorGeeks.com or just googling "Computer repair forum" or some such. They will all ask you for full details of your computer and the problem. You have basically posted the IT equivalent of "My car won't start. What's the problem?"
If you want someone to look at it, find a friend or relative who knows a bit more about these things than I suspect you do (don't mean to be rude here) before you take it to a shop. I work(ed) in the business and don't rip people off. Many places do, so get a friend/relative or at least two independent assessments of the damage, both to the computer and your pocket before you pay anything out. (Someone tells you it's your graphics card, I have some nice beach front property in Bedfordshire they may be interested in :) :D)
If all else fails, tell me the area you live in and I will find someone to give you an honest and reliable judgement at minimal cost, at least in the UK.

if your pc has a onboard speaker listen to the beeps, if you get one beep it means everything is ok if you hear a diferent number of beeps it means there is a hardward problem - the number of beeps tell you what it is but that depends on the make of motherboard for example some may beep 7 times to indicate memory, this is coming from the bios checking the motherboard (POST) if you hear no beeps then your processor or mother board or both have gone down

Did you check to make sure the monitor is not turned off?

See lights next to the hard drive icon on the front of the computer case?

it sounds like the problem i had with my old one
we kept turning it off and on(probably not the safe thing to do) and eventually it started up
We gave up eventually and bought a super duper new computer as the old one was in danger of being thrown out of the window lol

Probably the processor.... no BIOS beep codes?

Start simple... re-seat everything in the motherboard.... if you have several sticks of RAM, take one out.... then put it back and try with another removed, etc....

its the graphics card and sometimes very very very rarly its the power supply
