Well is it a hot spot, or just an insecure network.
If it is a hot spot, you should be able to open your wireless connections, view all available networks, click on the "hot spot" SSID. Click connect. A true hot spot will probably ask you for a name and password, and will probably show the rates on the "welcome" page once connected, as soon as you open a Browser Window, or it will give you a phone number to call.
Wifi is usually more expensive than DSL or Cable due to the expense, availability, etc The cost is generally related to the area so the prices will vary by your location.
If it is just a neighbor with an insecure network, you need to find them (usually will be close to you 100-200 feet in most cases) ask if you can use it. (If you use it without permission, it is illegal in the US, UK, Canada and most other locations. It is considered, theft of service and illegally connecting to a computer network. The fines can be rather high! Even though the neighbor should secure it just like they should lock the doors to their cars!)
Good Luck and God Bless

Highlight the connection, click "connect", and if it is not secure your computer should connect, if it is free, then you can browse away. If there is a charge, it will usually take you to a page where you can subscribe. Make sure all your security settings are properly activated, because you never know who else is on the network and you don't want to get hacked...happy surfing!

you are still not very lucky as you have to ask the owners the IP ranges they use for your machine to go through.
