Only after we get to know a person. We are moved by beautiful appearances and the doctrine that appearance no longer takes precedence in our judgements is a false one. Most people initially judge by appearence; after all until you know a person, you have nothing else to apprehend.
It's not so much that inner beauty 'hides' outer ugliness, rather that once you know what a person is like, appearance becomes less important.

The inside cannot really hide the outside.
But it can certainly overwhelm or redefine it.
Good wine in an ugly bottle can redefine the ugly bottle as a container of good wine, an hence call in question the original assessment of ugliness.

When there is inner beauty, the beholder will not care about the outer as much. That, of course, requires a beholder who cares about, and really wants, that brand of inner beauty.
