Theoretically, the equator. But the pole star won't be visible when on the horizon because it is not a very bright star and the density of the air too high. Look at the starry sky over the sea and note that you won't see stars right on the horizon.
Furthermore, the north star is not stationary but slightly off-center and describes a small circle in 24 hours.

If north pole appears 17degree above north horizon your latitude is 17degree north of equator
